BACKGROUND OF THE ESTABLISHMENT OF THE ASSOCIATION.
PERSATUAN INSPEKTOR PEMBINAAN MALAYSIA (COWAM) is the first association for all Registered Inspector Of Works in Malaysia. The Association was registered with the Registrar of Societies on 5 April 2013. Founded by Wan Hishamrudin Bin Wan Ahmad Kaspi with his friends who at that time were working as Clerk Of Works. With the participant of 66 members in the early stages of its establishment, COWAM now has more than 1000 members working in the construction industry which also consists of various races and ethnicities from all over Malaysia including Sabah and Sarawak.
CAREER FIELDS OF
ASSOCIATION MEMBERS.
Its members pursue careers in three primary areas of the construction industry: CIVIL and STRUCTURE, MECHANICAL & ELECTRICAL and ARCHITECTURE. Therefore, the recognition the COWAM receives from BOARD OF ARCHITECH (LAM), BOARD OF ENGINEERS (BEM), CONSTRUCTION INDUSTRIES DEVELOPMENT BOARD (CIDB) and ASSOCIATION OF CONSULTING ENGINEERS MALAYSIA (ACEM) is relevant to the enhancement of COWAM members career professional development.
AMENDMENTS OF THE
ENGINEERS AND THE ARCHITECTS ACT.
Engineers Act 1967 (Amendment 2015) and Architects Act (Amendment 2015) have recognized the construction site inspector of works, formerly known as a site clerk of works, as a professional occupation in Malaysia. As a result, individuals hired as Construction Site Inspectors of Works must be registered with the Malaysian Board of Engineers (LJM) or the Malaysian Board of Architects (LAM) prior to being appointed to the position. COWAM's status as the leading representative of the Construction Site Inspector of Works in Malaysia has recently increased significantly. Our president was chosen and appointed as Board Members to the Board of Architect and IOW’S Working Group, Board of Engineer and the ETAC Board Members (Engineering and Technologist Accreditation Council).
OBJECTIVES OF THE ESTABLISHMENT OF THE ASSOCIATION.
- An intermediate organization recognized by
Professional Bodies that will acknowledge its members' talents, capacities, and
skills in the sector of industry associated with the Construction Site
Inspectors of Works profession in Malaysia.
- Assist its registered members in planning and
establishing a better life by providing chances for members to enhance their
success in the area of skills via the use of theory-based and practice-based
lifelong learning approaches.
- Assist and act as a conduit for the latest
information in the construction and related industries, either between the
government and associations or between associations and members, in a healthy
manner; build and assist in further elevating the quality of industry in
Malaysia based on engineering and current technological developments.
- Legally safeguard the welfare of its members by
offering advisory services and other associated services.
- Assist in developing awareness programs aimed
at developing a new generation of construction site inspectors who are more
professional, trustworthy, and ethical in their pursuit of objectives for the
benefit of members, the community, and the nation.

COMMITTEE (MRC).
The Membership Register Record has been efficiently updated and adjusted on a regular basis since the inception of this Committee, resulting in a more organized, complete, and readily accessible record. COWAM has appointed a Registrar to its committee in order to fulfil a key responsibility as the person responsible for new member registration. New member registration is now accessible directly via the association's official website, and the previous procedure of membership registration has been updated at www.cowam.org to a new level that is more efficient, convenient, and faster.

MEMBERSHIP CATAGORIES.
The organization does not explicitly state that only
construction Inspector-of-Work can be registered members of COWAM, however, the
membership is accessible to anybody who works in the construction industry.
According to the Association Constitution Amendment issued by the Registrar of
Societies (ROS) in November 2020, the following categories of Association
Membership Register are available:
GENERAL REQUIREMENTS.
- Malaysia Citizen

Aged 21 years and above.

Multi -racial and multi -ethnic both Male and Female.
ORDINARY MEMBERS.
Meet
the general requirements and they should be directly involved in the
construction industry.
PROFESSIONAL MEMBERS.
Meet
the general requirements and they consist of Inspectors of Works who have been
registered with Lembaga
Jurutera Malaysia (LJM) or Lembaga Arkitek Malaysia (LAM) as
Registered Inspector of Works in accordance with the gazette in the Engineers
Act 1967 (amended 2015) and the Architects Act 1967 (amended 2015).
HONORARY MEMBERS.
Consists
of those who are registered with professional bodies, serve the community and
can contribute to the success of the Organization.
RENEWAL e-CERT (STARTING 2021)
NEW MEMBER e-CERT (STARTING PPM 1000).
FINANCIAL COMMITTEE (FC).
Financial committee responsible for ensuring that the association's funds are always adequate to carry out planned activities for the benefit of members. The Association's Treasurer is responsible for all financial planning and the acquisition of new financial resources, and the Association's financial reports will be audited internally on an annual basis and presented to the Registrar of Societies Commission by the Secretary.

TEC began in 2019 by forming strategic relationships with industry players, primarily manufacturers and suppliers, as well as educational institutions, with the goal of introducing and exchanging cutting-edge information and technology in the construction sector. via promotion and cooperation through Industrial Revolution 4.0-aligned lifelong education programs.
Panasonic Malaysia Sdn Bhd, Daikin Malaysia Sdn Bhd, Wurth (M) Sdn Bhd, SIKA Kimia (M) Sdn Bhd, MAPEI (M) Sdn Bhd, HILTI (M) Sdn Bhd, BSEN Test (M) Sdn Bhd, PENTENS, GUOCERA Tiles, Pumpfield (M) Sdn Bhd, UJIBINA (M) Sdn Bhd and among others, have collaborated in this approach. Simultaneously, COWAM has formed a strategic alliance with Community Colleges and the Mara Skills Institute.
COWAM has been nominated and invited to serve as Industry Advisory Panel, which will provide a venue for its members to obtain experience and share information on the latest technologies and solutions to construction-related difficulties. This committee's objective is to help members in acquiring ongoing education and training from recognized experts, as well as to facilitate the achievement of CPD points by members.
Now COWAM taking one step
ahead by conducting of activities such as courses, workshop, seminar that
suitable for IOW's, Field Supervisor and Graduate Engineers. All our activities
with approved Continuing Professional Development (CPD)
for registered person for further enhance their knowledge in the latest
technology and act.
It's giving an advantage to COWAM
registered members to gain knowledge in the field of Construction
Material and Technologies, Quality of Works, Safety and Health and Construction
Act. We organized seminars and technical talk with Industrial Expert
and Professional either online or by attending classroom at the COWAM Office
and Training Centre located in Seri Kembangan, Selangor.
CAREER AND PROFESSION DEVELOPMENT COMMITTEE (CPD).
This year (2022), COWAM launched a new committee, the Career and Professional Development Committee, to assist members who have lost their jobs in finding new opportunities or job placement. Although this Committee is in its infancy, it is vital that this really serves as a platform for its members and industry to share opportunities and job placement.
Among the services that this
new committee is intended to provide are the following:

scale for IOW positions, enhanced employment offers, interview through zoom and
more will be implemented on a case-by-case basis.
